You need to find what components are dependent on that form.
If you go in your solution, select on the Form, you should be able to Select Advanced and review dependencies on it.
can you share some screen shots please.
But it would be there that you would verify oh... on this screen I added something, or the default did, or its dependent in a BPO/MSF for Power Pages and so you cannot remove it from that without removing it from THAT first.
